History:
Ten years ago, Toutoh, was thrown into chaos by excessive immigration. Violent crimes began to increase dramatically each year. During the time, a unorthodox practices were established by those in power. A law had been established to expedite trails and alleviate the pressure on overcrowded prisons. This law also allowed trailed to be conducted without the suspect present and the death penalty to be given to these absent criminals. This particular law was called The Rationalization of a Trail, the ROT act.
With this law the court and prisons had complete control over these executions which lead to a special military force to be created with the jurisdiction to both investigate condemned criminals and to carry out their sentence. This new organization was called the Special Executions Police Force or more commonly known as the Tokkei.
There are 47 brigades total within this special force. Each with three members to their team, with the exception of the first brigade, which only had two members for fives month straight without a single member change their mission rate had been one hundred percent. Now the first brigade had a new third member join in Toudou Usaki.
Since the Tokkei had been made, not everyone agreed to their executions. There were terrorists groups being formed to lash out and lure the Tokkei members out to kill them. They were known as the “Doll Hunters”. There is a mission in which lead them into an elaborate trap. Shouta, however, caught on to it quickly by seeing one word ‘doll’ backwards. This meant the Doll Hunters had to leave something behind to claim their mark and it had been the Tokkei.
Shouta has an even deeper past, that even only the higher ups of the Tokkei know about. Before he became the captain of the first brigade, there was someone else in that spot. His name was Sakurazawa. However, it was through him that Shouta learned to show his emotions more and not always play by the rule book. It was also through him that Shouta had to do a painful deed because no one else was strong enough to do it. This act later became a taboo, no one mentions it, act as if nothing happened. But to Shouta, he can never leave it alone because it strikes deep in the soul. After finding out that Sakurazawa had been killing comrades as well as criminals, the man couldn’t even tell who had done the crimes and who were in the right. An execution had been in place for him and Shouta was the one to kill him.
Personality:
Shouta has an undying hate for being referred or being called a ‘doll’. He wants everyone in the Tokkei to show human emotions. He has a fiery temper when it comes to discussions on things that he knows better then others. If he gets pushed too far however don’t be surprised if there’s a few punches coming your way and don’t be afraid to punch back.
He does have a very good side about him. He’s a bit of a tease as well as seeming that he doesn’t know the situation. However, that isn’t the case, he does know what is going on and he tries to find a solution that would push that person in the right direction. Even if that means he had to go do some digging on their personal records. He’s really good at keeping information to himself and only using it when he needs to.
Overall, Shouta is very cunny and wise, in a lot of different situations he has proved that what he says actually helps people in the end including his own teammates.
